OREGON CITY, Ore. (KATU) — A man has pleaded guilty to two counts of manslaughter in the first degree and was sentenced to 25 years in prison for the fatal shooting of Jamahl Nash and Stanafurd Blacknall on Oct. 12, 2022.
Frank Efrin Nifon, 26, who had been released from prison less than a year prior, and Kaythan Tenry, who is awaiting trial, encountered Nash and Blacknall at a 7-Eleven store on Southeast Lake Road in Milwaukie.
Surveillance footage captured Nash's car entering the parking lot at 1:31 a.m. and speeding away at 1:33 a.m. as Nifon and Tenry fired 17 shots at the car.
Shortly after, Nash crashed into a fire hydrant near Southeast 122nd Avenue and Southeast Highway 212. Both Nash and Blacknall were found shot to death inside the car. The shooting is believed to be linked to a drug deal.

Nearby Lake Crest Apartments' cameras recorded muzzle flashes from the shooting and images of the men returning to an apartment. Photos of the suspects were distributed to police and other authorities.
On Oct. 14, 2022, a Clackamas County Sheriff’s Office deputy identified Nifon and Tenry at Kaiser Sunnyside Hospital.
Deputy Ryan Castro, investigating a separate shooting, recovered a firearm that ballistic tests confirmed matched shell casings from the 7-Eleven incident. The suspect at the hospital was Tenry's cousin.
In addition to the manslaughter charges, Nifon pleaded guilty to unlawful use of a weapon in an unrelated case and received a concurrent five-year prison sentence.
Previously, Nifon was convicted of attempted robbery and unlawful use of a weapon in 2017, serving a little over five years, or 67 months, in prison. At the time of the 7-Eleven shooting, he was on post-prison supervision and had an approved pass to the Lake Crest Apartments.
